The goal of this course is to analyze decision-making in the European Union by raising two main questions 1. What is decided at the EU level? 2. How legislative decisions are made? To deal with the first issue, we will ask (a) How the subsidiarity principle is implemented (b) How the EU
legislative activity variates across sectors; (c) Which proportion of domestic law roots in legislation adopted by the EU. Secondly, we will analyze the institutional process. After sketching its evolution, we will present the current institutional mechanisms by adressing two main issues: (a) How efficient are they? (b) How do they guarantee accountability? This seminar does not require previous knowledge of the EU institutional system.

Leistungsnachweise: 3 ECTS points: oral presentation of max 15 minutes on one of the seminar’s topics; 6 ECTS points: paper summarizing the presentation (10-12 pages) 9 ECTS: written paper without oral presentation (max 20 pages).

Teilnahmevoraussetzungen: 1. Regular attendance, 2. Preparation of texts (reader) on the basis of guiding questions.
