The European Union in Times of Crises: Introduction to European Policy-Analysis

This seminar is an introduction to the study of the European Union seen through its polity, policies and politics, as well as through the crises that this political entity has faced. It first looks at polity in a theoretical, historical and interdisciplinary perspective, drawing on theoretical, legal and institutional aspects of the development of the European Communities / European Union (EU) and its successive enlargements. It discusses the issues of EU aims and values, legitimacy, as well as EU exit possibilities (cf. Brexit). It then presents several EU internal and external policies and focuses on the crises some of them have gone through like in the fields of Economy and Finance, Social cohesion, Agriculture, Migration and Foreign Policy (e.g. Ukraine), and the role some EU member states have played or still play in managing them. It finally highlights the role various European, national, societal and also international actors play in the implementation of EU policies, in critical discussions on the EU (cf. Euroscepticism), as well as in elaborating possible solutions for the further developments of the EU in times of crises. One session will take place in Berlin or with an external guest on the topic of European elections.
